The CLEP project accomplished its mission at the NAC. The anticorruption institution benefitted of the European support in over 50 activities
27.05.2020 37 ViewsThe project on Controlling Corruption through Law Enforcement and Prevention took stock of cooperation of those two entities during 2017-2020, the NAC being the beneficiary of 55 activities, supported by the European project. Among the most important achievements, marked for the period of collaboration, the Criminal Assets Recovery Agency is strengthening the capacities by providing consultations in elaboration of the first standard operational procedures, and by providing support to enlarge the staff of the Agency. The totals have been made within the video-conference, with the participation of many officials, among whom where the head of the Council of Europe Office in Chisinau William Massolin, the ambassador of the EU Delegation to the Republic of Moldova Peter Michalko, Gianluca Esposito, the Secretary Executive, GRECO, the head of the NAC, Ruslan Flocea, the General Prosecutor Alexandr Stoianoglo, and others.
In his speech, the NAC director, Ruslan Flocea thanked the partners for sincere efforts to help the institution to strengthen its capacities. " We are grateful for the organization of multiple trainings, work visits, workshops for my colleagues, that proved to be very useful in our activity. Together we have carried out the institutional and legal framework assessment, based on your experience, guides and technical documents have been elaborated that contain exact recommendations for improving the work process. "
According to Flocea, a mechanism of coordinating and implementing anticorruption plans at the local level was created together with the CLEP project, while the local public authorities have received the consultation and support in ensuring the efficiency and transparency of the process of elaborating the Anti-corruption Action Plans in the field of local public administration for the years 2018-2020, the result which was approved within the meeting of the District Councils. "However, one of the greatest achievements that I would like to highlight is the European experience that my colleagues from the Criminal Asset Recovery Agency have taken - the institution that has an extremely important but difficult mission, to return to the state the damages caused by criminals as the result of committing different frauds. The good practices of our counterparts from abroad and the connections that we have built in this period with the profile institutions will be of great use," the NAC director pointed out.
We remind that CLEP is a joint project of the Council of Europe, European Union and the Republic of Moldova aiming at addressing the priorities, outlined by the CoE and EU in the field of combatting corruption, fighting money laundering and combatting financial terrorism, as well as assets recovery.
Among the project beneficiaries were the National Anticorruption Center, the Criminal Assets Recovery Agency, the General Prosecutor's Office, the National Integrity Authority, the Ministry of the Internal Affairs, the Ministry of Justice, the Supreme Court of Justice, the Supreme Council of Prosecutors, the Prosecutor's Office of Combatting Organized Crimes and Special Cases, the Ministry of Finance, the Main State Fiscal Inspectorate, the Customs Service, the National Bank of Moldova, the National Institute of Justice, the Police Academy, and the civil society.
The implementation period of the joint EU/CoE project "Controlling Corruption through Law Enforcement and Prevention" (CLEP) in the Republic of Moldova were the years 2017-2020.
