Whistleblowing. How responsible institutions should act
16.12.2020 2324 ViewsRepresentatives of the National Anticorruption Center (NAC), those of the Office of the People's Advocate (OAP) and experts from the Center for Analysis and Prevention of Corruption (CAPC) discussed the algorithm of action in the case of whistleblowing, at the first thematic cafe. The debates were organized by CAPC, within the Project "Strengthening public integrity in the Republic of Moldova", funded by UK aid, with the support of the Government of Great Britain.
Discussions focused on the correct and effective application of the Law on Whistleblowing. Moreover, the participants discussed each article in detail and established the responsibilities of each institution, so that the law is functional and the whistleblowers are protected.
"It is a new field and we need to understand how the Law on Whistleblowing works. Therefore, it is necessary to discuss with all parties involved in cases of public disclosures - PLO and NAC, in order to correctly interpret the provisions of the law and to create working practices. Based on concrete cases, we will test how the authorities act as well ", mentioned the project coordinator, Lilia Ioniță.
In the end, the parties agreed on the cooperation mechanism to be applied in cases of public disclosures. Such informal discussions will also be organized with representatives of public and private institutions, frontline institutions, which are responsible for investigating disclosures of illegal practices and protecting whistleblowers.
