Good practices of European countries in the field of professional integrity testing and risk assessment of corruption, discussed by the NAC and Twinning project experts, funded by the European UnionThe exchange of best practices regarding the application of the professional integrity testing instrument and the assessment of corruption risks was the subject of a workshop, organized today in Chisinau, within the EU Twinning project. The conference brought together specialists responsible for testing professional integrity in the Republic of Moldova, Romania, Czech Republic, Bulgaria and Serbia.
In his speech, NAC director Ruslan Flocea stated that professional integrity testing is one of the many tools that the CNA applies to prevent corruption. "From the very beginning, it had a major effect on identifying vulnerabilities in the public system. Therefore, I believe that this instrument should be strengthened and improved in such a way as to produce noticeable effects, and the public sector to get rid of corrupt elements, " Mr. Flocea said.
The same opinion was Zydrunas Bartkus, the leader of the Twinning project. According to him, professional integrity testing is a successful tool in preventing corruption in Lithuania. "I am fully convinced that the Republic of Moldova will also achieve great results. The workshop, which takes place in the context of the end of the project, is welcomed in order to exchange good practices with other states that have made progress in this regard. This project will be successfully piloted in the Republic of Moldova, "said Mr. Bartkus.
We remind that, Professional integrity testing and risk assessment are carried out in order to ensure professional integrity, to prevent and combat corruption, to identify corruption vulnerabilities and the institutional factors that favor or can promote corruption within public entities. The subjects of the professional integrity testing are the public entities, the public agents and the professional integrity testers, and the professional integrity tests are performed by the employees of the National Anticorruption Center and of the Security and Information Service.
The project "Support in strengthening the operational capacities of the law enforcement agencies of the Republic of Moldova in the field of prevention and investigation of corruption acts", funded by the European Union, comes to increase the fight against corruption, offering assistance and support to the NAC, the Anti-corruption Prosecutor`s Office, the Ministry of Internal Affairs, General Inspectorate of Police and Customs Service.
