The NAC will be the part of the working group to prevent and combat corruption at the municipal level
10.01.2020 641 ViewsThe representatives of the National Anticorruption Center will be the part of the working group, created at the initiative of the local public administration to prevent and combat the phenomenon of corruption at the level of the Chisinau City Hall. The decision was taken today within a meeting which aimed to develop a set of documents, policies and programs to offer solutions of normative regulation and, if necessary, legislative, to eradicate corruption in municipal institutions.
Among the actions that are to be implemented in the following period are: developing and signing the Partnership Agreement between the City Hall of Chisinau and the NAC; fulfilling the Plan for combatting of the corruption phenomenon for the year 2020; modifying the legislative framework on the field of interest; elaborating of roadmap regarding the activity of the working group for combatting the corruption phenomenon within the municipal administrative institutions.
According to the Mayor Ion Ceban, the efficiency of this working group will consist in the reduction of the bureaucracy and corruption in the local public administration. "We want the City Hall to become a factory of the qualitative services and a transparent institution", said Ion Ceban.
In his turn, the interim head of the General Directorate on Preventing Corruption within the NAC, Ion Pruteanu, stated that during the last two years a huge number of notifications was recorded regarding the reported corruption acts within the municipal social institutions (kindergartens, schools and hospitals). "People often complain about informal payments claimed in medical and educational institutions. Even though, significant efforts have been made and multiple actions have been taken to eliminate these payments, the number of the complaints does not decrease", declared the NAC representative.
To achieve results in this area, the NAC has offered to unite the efforts of all competent authorities that are going to elaborate a sectoral anticorruption plan, to revive anticorruption lines and institute within the local public authority the function of anticorruption responsible that will coordinate the anticorruption activities with responsible entities.
In 2019 the NAC initiated 17 criminal cases that involve the Chisinau City Hall employees and third parties, suspected of involvement in various corruption schemes.
