The Ministry of Internal Affairs, the Ministry of Health, Labour and Social Protection, town halls, as well as Customs Service are among the institutions, where the most cases of corruption were detected in 2019. The information is found in the activity report of the NAC for the past year, in which the data about the subjects of the corruption offences are presented, the level of seriousness of the corruption facts, as well as locations where the most cases of corruption were detected.
Thus, the total number of the detected offences, 56 - were recorded in the MIA, 26 within the MHLSA and in local public authorities, 21 - in the Customs Service, 17 in the law firms, 13 at the Ministry of Education, Culture and Research, 5 each at the Ministry of Agriculture, Regional Development and Environment and National Agency for Food Safety (ANSA), 4 in the institution bodies. Fewer corruption offences were registered within the Ministry of Finance (1), 2 each at the Ministry of Foreign Affairs and European Integration, the Ministry of Defense, the offices of the judicial executors and 3 offenses in the Public Service Agency.
Among the subjects of corruption acts, detected in 2019, 45 are police inspectors, 28 - heads of autonomous institutions within the authorities, 18 directors and deputies of state-owned enterprises, 11 mayors and deputy mayors, 5 persons from the health care field, 4 customs inspectors, 3 persons from the field of education, 2 tax inspectors, 2 directors and deputies of the national agencies.
In the private and freelance sector, 180 natural persons were the subjects of the NAC cases, 24 business executives and directors of private sector organizations, 3 judicial executors and 18 lawyers.
According to the severity criteria, 474 offences were classified as especially serious (major offences) and serious, 134 offences - as less serious and 44 - minor offences. The most affected by corruption locations are also mentioned in the report. As in the prevous years, Chisinau municipality is at the top of the list (441), followed by Balti with 38 detected offences and Cahul - 19.
In total, during the reporting period, the criminal prosecution officers had under their management 1891 of penal cases, within which 156 persons were detained. Preventive arrest was applied to 50 of the detained persons.
