Good practices in the field of recovery and administration of criminal assets in different jurisdictions were presented today in the framework of the regional conference "Recovery and Administration of Criminal Assets". The event was organized in a joint project of the European Union and Council of Europe "Controlling Corruption through Law Enforcement and Prevention" and the Criminal Assets Recovery Agency of the NAC (CARA) and aims at raising awareness of international standards in the field of criminal asset recovery.
In his speech, the director of the National Anticorruption Center, Ruslan, Flocea has mentioned that taking part in this conference we first of all assume the responsibilities of our states in promoting intolerance towards any form of criminality and continuous improvement of the practices of recovery and administration of assets. "During its activity, the criminal prosecution/prosecutor body, stressed the importance of collecting evidences to establish the person's guilt, however the recovery of damages was always in the last place.
In his address, the director of the National Anticorruption Center, Ruslan Flocea mentioned that participating in this conference highlights the commitments made by our states in promoting intolerance to any form of crime and continuous improvement of the practices of recovery and asset management. "During the activity, the criminal prosecution / prosecutor body emphasized the accumulation of evidence in order to establish the person's guilt, and the recovery of the damage was often on the last level. This fact was due to the bureaucratization of the identification and recovery process, but also because the actors involved in the process were dispersed in different institutions, with different and sometimes contradictory tasks, "said the head of the CNA.
According to Flocea, assets recovery agencies follow two important goals - depriving offenders of illicit assets and increasing revenues to the state budget as a result of asset recovery - a process ensured by their efficient management. "Year by year, taking into account the cooperation relations established in this field, there is a multitude of the exchange of practices and knowledge, that contribute to the implementation of these international standards to streamline the process of criminal assets recovery and their successful administration at the national and international levels. However, the best practices in assets recovery are not yet a norm, the reports of the International Financial Action Group stipulate only 13 % of countries have reached the "Moderate" degree of operational efficiency, added the Chief of the NAC.
The conference will be held during January, 29 - 30, the participants are to present the reports on the progresses and shortcomings of functioning of the criminal assets recovery agents, but also to share the experience and good practices in the field. The event is attended by experts from the Council of Europe as well as representatives of institutions from the Eastern Partnership countries and the Baltic countries with competences in the field of recovery and administration of criminal assets.
