The scheme for the legalization of unauthorized constructions. The chief- architect from Ştefan-Vodă and the director of a municipal enterprise, detained by the NAC
11.02.2020 91 ViewsA scheme regarding the legalization of unauthorised constructions in the districts Ştefan Vodă, Căuşeni and Anenii Noi were revealed by the NAC officers. Its organizers, the chief-architect of Ştefan-Vodă district and the director of the municipal enterprise the „Office of Design, Prospecting and Services" were detained this morning, after their actions were recorded several months in 17 criminal cases started on traffic of influence and passive corruption.
According to the materials of the case, the heads of the network identified persons who intended to complete the acts of final reception of constructions and offered them help for a payment. The suspects demanded and received financial means to ensure the set of documents to draw up the minutes of the final acceptance report of the unauthorised constructed object, without examining the construction through visual investigation and the analysis of the documents from Technical Book of construction. For the amounts of money varying between 1000 and 10 000 lei, the solicitors received the final receipt protocol.
Thus, several cases were documented in which the chief-architect and the director of the aforementioned enterprise issued certificates of urbanism, projects and construction authorizations for the unauthorised contsructed objects. After issuing the documents, they sugested to the beneficiaries to wait several months to create the impression that the construction works were carried out on the background of the permissive documents, and over a certain period to ask the representatives of the Territorial Cadastral Service to carry out measurements and to issue the certificate regarding the inspection of the immovable property. Therefore, after obtaining the certificate for the inspection of the immovable property, the beneficiaries were to refer again to the director of the "Office of Design, Prospecting and Services" in Stefan-Voda district for the issuing of the final reception report.
Today, the NAC officers and anticorruption prosecutors carried out the searches in the suspects' offices to collect the evidence relevant to the investigation. Following these actions, the officials were detained for 72 hours, being investigated for passive corruption and traffic of influence. If they are found guilty, they risk up tp 10 years of imprisonment.
