A collaboration agreement in the field of anticorruption signed by the NAC and the Chisinau City Hall20.05.2020 779 Views
A collaboration Agreement between the National Anticorruption Center and the Chisinau City Hall was concluded today by the mayor general Ion Ceban and the director of the NAC, Ruslan Flocea. The document was signed in order to prevent and combat corruption, strengthen the integrity of the civil servants and collaborators within the local public administration and promote integrity standards in the society.
The following joint activities are provided in the Agreement: informing the employees about integrity standards, prevention mechanisms and tools; the consequences and grave costs of corruption and developing the active civic spirit regarding corruption whistleblowing; encouraging the employees of the Chisinau City Hall to report to the National Anticorruption Center or other authorities about corruption cases; carrying out the process of identifying, analyzing and evaluating corruption risks within the local public administration; developing and implementing policy documents in the field of preventing and combatting corruption within the local public administration; exchanging in the legal framework of the information about cases of corruption; counseling on implementing the efficient integrity and anticorruption standards; monitoring the implementation of the integrity and anticorruption standards.
Within the framework of the event, the director of the NAC, Ruslan Flocea has mentioned the importance of this Agreement and beneficial effects of the collaboration between the two institutions on the quality improvement of the provided services to the population. "The National Anticorruption Center welcomes the signing of this Agreement and is offering support to guide the employees of the City Hall in transposing anti-corruption policies and national and international regulations in the field in order to improve the quality of services provided to the citizens. The NAC is, first and foremost, an institution that prevents corruption, but through counseling support that we are ready to provide, we hope that it will help the local public administration improve its image as well as the citizens. If the City Hall complies the anticorruption norms and regulations, the decisional transparency and will promote a real integrity policy, we will certainly have a decrease of the anticorruption scourge, while the people will feel this in reality", mentioned the head of the NAC.
According to the Agreement, the NAC will ensure the organization, in the partnership with the local public administration officials, public associations, actions of common interest in the field of preventing and combatting corruption in the field of local public administration, as well as other activities with the involvement of the stakeholders.
As well, the NAC will delegate the representatives to meetings, conferences, symposia, round tables; will provide methodological support in elaboration of anticorruption policy documents and implementation of the measures of preventing and combatting corruption will support to conduct trainings and campaigns of raising anticorruption awareness. In turn, the City Hall will provide, if required, relevant information, of social interest regarding the corruption phenomenon from the local public administration, will inform the National Anticorruption Center about reporting, information, petitions regarding on the alleged manifestations of corruption, as well as on the actions taken in relation to them.
The present Agreement enters into force on the date of May 20, 2020 and is concluded for an unlimited period.
