A number of functionaries of the Veterinary Sanitary Laboratory of the Chisinau Food Safety Division, as well as some economic agents have been investigated by the NAC and anticorruption prosecutors within 43 criminal cases initiated for passive and active corruption. These are suspected of issuing quality and veterinary sanitary certificates to traders who sold meat at stalls at the Central Market for money. Five persons were detained and are being questioned by the prosecutors and the oficers of the National Anticorruption Center.
According to the investigations, that took place during three months, the employees of the Veterinary Sanitary Laboratory allegedly collected “protection taxes” from businesspeople who brought meat for sale at the Central Market so as to issue quality certificates to them without subjecting the goods to a throughout check. The videos and recordings obtained by investigators show the functionaries carried out superficial checks and allowed products of a poor quality to be sold at the market, endangering this way the people’s health.
To be exact, if the official fee for a pork or beef carcass is 10 lei per unit, and the bribe to allow selling riched hundreds of lei, depending on the quality of the meet. If it was fresh, of high quality, the bribe was estimated at not more than 100 lei for a unit. However, the bribe was higher when meet was of poor quality. Thus, an economic agent, who supplied on the market 30-40 carcasses had to pay a bribe of several thousand lei every time. The investigations conducted during three months showed an estimated 100,000 lei had been collected in bribe during this period, but the real sum can be much higher.
As a result of searches carried out this morning, 5 persons were detained, three veterinarians of the Veterinary Sanitary Laboratory and two economic agents. The criminal investigation actions have been conducted at their homes, offices and cars, as well as at the Central Market in Chisinau.
It should be noted that prosecutors are conducting criminal investigations within 43 criminal cases, initiated for passive and active corruption. The legislation in force provides for up to 10 years in prison for these acts, a criminal fine and deprivation of the right to hold public office.
