A delegation of the Criminal Assets Recovery Agency (CARA) under the NAC is presented these days the Agency’s developments of 2021 at the Annual Meeting of the Balkan Asset Management Interagency Network, BAMIN. The event was organized with the support of the OSCE, hosting Western Balkan countries responsible for the management and disposal of assets seized from criminals.

In the framework of the meeting, the CARA representatives will be presenting information on the Agency current priorities, that include the adoption and implementation of the National Program of Criminal Assets Recovery, the development of automated informational system Register of Seized Criminal Assets, as well as streamlining the mechanism of criminal assets recovery by adjusting the normative framework regarding the freezing of assets, early estimation of seized criminal assets and extended confiscation.

BAMIN is an informal network of practitioners that work operationally, with the assets management offices and agencies in the framework of mandated departments to the management, disposal of criminal assets and their jurisdictions. The network is aimed at enhancing the efficiency in managing the proceeds of crime. The main objective of the BAMIN members is to improve the operational cross border asset management among the agencies and to facilitate the exchange of information.

The network currently has as permanent members criminal recovery agencies from eight countries in the Western Balkans, including Bosnia and Herzegovina, Albania, Croatia, Bulgaria, Slovenia, Kosovo, Northern Macedonia and Montenegro. Among the observer members and associates are the Republic of Moldova, Romania, Ukraine, Belgium, the United Kingdom and Ireland.

Currently, the permanent members of the network are the criminal assets recovery agencies from eight countries, including Bosnia and Herzegovina, Albania, Croatia, Bulgaria, Slovenia, Kosovo, Northern Macedonia and Montenegro.
