NAC Summary: Fines of about 9 million lei, searches and detentions in corruption cases and seizures of criminal assets worth over half a million lei

The National Anti-corruption Centre (NAC) has reported, for the past week, several actions in the direction of combating corruption in influence peddling and electoral corruption cases, as well as seizures applied in corruption cases. Thus, at the end of last week the number of fines applied on the basis of reports received from the Police, regarding the finding of the contravention provided for by art. 47 first Contravention Code – “passive electoral corruption” reached 9,000,000 lei, and a man from Rezina is being investigated for committing the crime of electoral corruption by offering goods in order to determine the voter to exercise his electoral rights in favour of a party candidate registered in the electoral race in the presidential elections. At the same time, the NAC subdivisions reported the detention of a sales manager of a construction company in the capital in a case of forgery of public documents. He allegedly made and forged the Inspection Act and the Final Reception Act of a building, located on Ștefan cel Mare și Sfânt Boulevard in the capital, without carrying out the legal verification procedure on the spot. Following the searches carried out, an “AUDI Q8” model car was seized to ensure the damage in a case previously opened for smuggling.

In another case, an administrator of a municipal enterprise in the field of public catering within the Chisinau City Hall allegedly claimed and systematically received undue financial means for the purpose of selecting suppliers of food products for supplying schools and kindergartens in the Chisinau municipality. In exchange for the alleged corruption scheme, the administrator allegedly favoured some economic agents when concluding contracts for the delivery of food products. During the reference period, criminal investigation officers initiated 11 criminal cases and proposed 5 cases for prosecution. At the moment, 5 people, arrested in the files initiated by the NAC, are placed in penitentiaries.

The Criminal Assets Recovery Agency (CARA) of the NAC seized criminal assets worth approximately 510 thousand lei last week, based on delegations from the General Police Inspectorate (GPI) of the Ministry of Internal Affairs. Among these are 3 non-residential buildings and one residential building and a land plot for construction, seized in a case of embezzlement of foreign assets. At the same time, seizures of assets worth about 1.5 million lei were confirmed by court decisions.

In the field of corruption prevention, the Legislation Directorate finalized and submitted to the authors 21 expert reports on draft normative acts, last week. Also, in the anti-corruption education component, the NAC awarded 30 young people active in the Anti-Corruption Volunteers Gala, organized by the Centre and development partners on the occasion of the International Volunteer Day. Thus, the National Anti-corruption Centre is among the first specialized central public authorities, at the national level, to follow up on anti-corruption volunteer programs, implementing the appropriate standards in this field. Over the course of 8 years, over 180 anti-corruption volunteers have worked within the institution, participating in dozens of information campaigns and over 825 volunteer activities, totalling approximately 8,500 hours of work.

The NAC also reports the completion of 3 operational analyses, 4 judicial expertises, the issuance of 112 integrity records, the reception of 69 calls to the national anti-corruption hotline, and the registration of 1,999 materials in the Centre’s Chancellery.
