ARBI of NAC: "With a single click, any institution that will have access to the Automated Criminal Assets System could generate the necessary data"

The need to create an automated system for recording seized and confiscated criminal assets, which will be managed by the Criminal Assets Recovery Agency of the NAC, was discussed today in a working group convened by the National Anticorruption Center. The event brought together representatives of several state institutions, national and international experts and High Level Advisers of the European Union.
In a presentation of the project, the CARA justified the opportunity to develop the Single Register of Records, mentioning the benefits of the system both for the institutions involved in the recovery process, in particular, and for the country. According to the Agency, the single data system will allow for the creation of a comprehensive and accurate picture of the movement and up-to-date status of all criminal assets, which would allow for the focus on weaknesses and the development of effective policies. "Currently, obtaining information about the situation of criminal assets takes weeks or even months. With this automated system, with a simple click, any institution that will have access to the system could generate the necessary data based on which it would organize its service activity much more efficiently. The implementation of the single register would also ensure a total transparency of the processes and will significantly reduce the risks of corruption ", mentioned the CARA representatives.
Referring to the opportunity to develop the automated register, the director of the NAC, Iulian Rusu, mentioned that, at present, the record of seized criminal assets is made through documents, on paper, which involves many risks to information security and data integrity. "Automating the management process is a pressing need that will only bring benefits. In the absence of this system, the CARA has difficulties in coordinating the activities in working groups and in respecting the deadlines for completing and documenting the investigations ", said the head of the NAC.
In the opinion of the participants in the working group, the biggest challenge of this system is to ensure the cooperation of all the institutions involved. Present at the event, the expert of the Presidency of the Republic of Moldova in the field of criminal assets recovery, Claudine Justafre, and the High Level Advisers of the European Union, Pawel Wojtunik and Oscar Rivera Rivera, spoke about the experience of France, Poland and Spain, and gave assurance that they will support any initiative of the national authorities involved in the process, which would boost the recovery process.
According to the CARA, the ultimate goal is to develop and implement the system. "The terms of reference are already ready, and with the financial support of GIZ we hope to identify a developer to create the system. It can be implemented with the assistance of colleagues from the Information Technology and Cyber Security Service, after which we will include in the Register the accumulated information. We rely on the government's support to identify solutions that would ensure the maintenance of the system, after implementation ", said the representatives of the CARA.
The event is supported by the Project "Strengthening the Rule of Law and Anti-Corruption Mechanisms in the Republic of Moldova", implemented by the German Agency for International Cooperation (GIZ) and carried out with the financial support of the European Union and the German Federal Ministry for Cooperation and Development.
