The Republic of Moldova achieves remarkable results in the OECD anti-corruption assessment. The NAC played a central role in this process, ensuring national coordination of the assessment

The National Anti-corruption Centre (NAC) successfully represented the Republic of Moldova at the Plenary Meeting of the Anti-Corruption Network for Eastern Europe and Central Asia (ACN) of the Organization for Economic Co-operation and Development (OECD), held from 7 to 9 July in Paris. During the event, the Assessment Report on the Progress of our Country in Combatting Corruption, developed in the context of the 5th Monitoring Round of the Istanbul Anti-Corruption Action Plan (IAP), was adopted.
The NAC played a central role in this process, ensuring national coordination of the assessment and providing constant support to the authorities involved. The institution was represented at the meeting by Stela Rusu, Deputy Head of the International Cooperation Directorate within the NAC, together with Ion Guzun, member of the Superior Council of Magistracy.
The assessment covered four countries – the Republic of Moldova, Ukraine, Armenia and Azerbaijan – and the ACN/OECD experts analysed in detail the progress of our country in the period 2023–2024 in nine key performance areas. According to the report, the
Republic of Moldova recorded the greatest progress in the following areas:
• Whistleblower Protection – +16.8 points compared to the 2023 assessment
• Anti-corruption policies – +9.9 points
• Independence of the judiciary – +6.1 points
• Independence of the Prosecutor’s Office – +7.6 points
Of the nine areas assessed, four received the “exceptional” rating: Anti-corruption policies, Independence of the judiciary, Independence of the Prosecutor’s Office and Specialized authorities in combating corruption. Two other areas – Conflict of Interest and Income Declaration and Whistleblower Protection – were rated “high”, and the rest – Business Integrity, Public Procurement and Application of Anti-Corruption Measures – were assessed at an “average” level of compliance with international standards.
The NAC played an essential role in collecting and transmitting the necessary information to international experts, reflecting the commitment of the Moldovan authorities to combat corruption through legislative measures and concrete actions.
The final report is to be published in the immediate future and will constitute an important benchmark in assessing the Republic of Moldova’s commitments in the field of integrity and institutional reform.
