The NAC, PG, MJ, MAI, MoH, MLSP, and Customs Service Sign Joint Order to Prevent and Combat Torture, Inhuman, and Degrading Treatment

The National Anti-corruption Centre (NAC), the Prosecutor General’s Office (PGO), the Ministry of Justice (MJ), the Ministry of Internal Affairs (MAI), the Ministry of Health (MS), the Ministry of Labour and Social Protection (MMPS), and the Customs Service (SV) have signed an inter-institutional order approving the Regulation on the identification, examination, registration, documentation, and reporting of alleged cases of torture, inhuman, or degrading treatment.

Preventing and combating all forms of torture and mistreatment is a core pillar of the rule of law and an absolute obligation enshrined in Article 3 of the European Convention on Human Rights.

Drafted by the Prosecutor General's Office with support from the Council of Europe Office in the Republic of Moldova, the regulation aims to consolidate and standardize institutional mechanisms for handling alleged torture and ill-treatment cases in line with European human rights standards.

By signing this document, the seven institutions reaffirm their commitment to safeguarding human dignity and ensuring a swift, coordinated institutional response to any allegations of torture or ill-treatment.

The joint order also sends a clear message of zero tolerance toward torture and mistreatment, underscoring the authorities' commitment to ending impunity for such violations.
