NAC strengthens institutional cooperation with OLAF to protect the financial interests of the European Union

The National Anti-corruption Centre (NAC) participated, between 8 and 9 October 2025, in the annual seminar of the Anti-Fraud Coordination Services Network (AFCOS), held in Tirana, Albania. The event, organised in collaboration with the European Anti-Fraud Office (OLAF), aimed to strengthen cooperation between the national authorities of the candidate countries and the European institutions to protect the financial interests of the European Union.

The NAC was represented at the seminar by the Head of the International Cooperation Directorate, Valeriu Cupcea, who actively participated in the sessions dedicated to the exchange of information and operational practices in the field of preventing and combating fraud affecting European funds. During the meeting, the participating authorities discussed essential aspects related to the efficient functioning of the AFCOS networks, reporting mechanisms, the investigation of fraud cases, as well as the application of EU standards in cooperation with OLAF. Case studies and examples of good practices from candidate and potential candidate countries were also presented, aiming at improving institutional capacity in the management of external funds.

An important point on the seminar’s agenda was the analysis of the role of AFCOS services in the context of new EU support instruments, including the Western Balkans Facility, Ukraine and Moldova, as well as the impact of the transition to a performance-based funding model on the anti-fraud framework.

The participation of the National Anti-corruption Centre in this event reflects the strong commitment of the Republic of Moldova to the principles of good governance and transparency in the management of external assistance. The NAC, as the national contact point of OLAF, is the authority responsible for the operational exchange of information and the coordination of investigations into possible fraud, corruption or other crimes that harm European Union funds.

By strengthening international cooperation and applying European best practices, the NAC actively contributes to the achievement of the European integration objectives of the Republic of Moldova and to strengthening the state’s capacity to protect external resources intended for sustainable development.
