Three more individuals were convicted of influence peddling in the fraudulent obtaining of medical certificates for driving licenses

The Chisinau Court, Buiucani seat, found three people guilty of committing the crime of influence peddling. Each of the three convicted defendants was fined 150,000 lei and deprived of the right to hold public office for a period of 2 years. The court also ordered the confiscation of funds in the amount of 700 lei.
According to the evidence presented in court, administered at the criminal investigation stage by the National Anti-corruption Centre (NAC) and the Anti-corruption Prosecutor's Office (APO), during February 2022, the head of the Chisinau Driver Qualification Section of the ASP, allegedly coordinated and mediated in the interest of several subordinates the process of illegally obtaining medical certificates, without complying with legal procedures.
Thus, the latter, being candidates for obtaining a driving license, allegedly offered undue financial means to a nurse from the IMSP Municipal Dermatovenerological Dispensary Chisinau, to illegally and urgently obtain medical certificates, in the absence of mandatory medical documents, namely the extract from the medical record of the packer (F 027e).
Although the defendants did not admit their guilt, the court considered the evidence administered to be well-founded and established the guilt of three of them, and the defendant, who holds the position of head within an ASP subdivision, was acquitted on the grounds that his act did not meet the elements of the crime.
The sentence can be appealed to the Central Court of Appeal within 15 days.
The nurse from the Chisinau Municipal Dermatovenerological Dispensary has already been convicted of six counts of influence peddling and four counts of passive corruption.
In the same case, an administrator of a driving school was convicted of four counts of influence peddling, including influencing public figures from the Chisinau Driver Qualification Section of the ASP, in order to obtain the “pass” rating for the practical test, as well as the medical certificate without performing the mandatory examination.
Seven other people were also convicted of influence peddling and active corruption, as they were the beneficiaries of illegally obtained medical certificates.
We draw attention to the fact that such illegal actions can have serious consequences for road safety. Prosecutors have identified cases in which medical certificates were issued to people with severe vision impairments and other medical problems, without the necessary real examination. This can lead to the admission of medically unfit drivers onto public roads, with an increased risk of accidents and loss of life.
Note: A person accused of committing a crime shall be presumed innocent until proven guilty by a final court judgment.
